Rules And Licences
Foreign Worker Applications: More Structured Than You Think
Many employers believe that applying for foreign workers is "complex" or involves "grey areas." In fact, the government has a clear procedure; the key is having someone to ensure every step is done correctly.
Regarding Salary: The government sets a median wage as a baseline for each position, and salaries cannot be below this level. If no corresponding position exists, an application for an "occasional position" can be made, allowing the Labour Department to conduct market research on the median wage before approval. This route is unknown to many but is highly effective for special positions.
Regarding Driver Licences: Mainland drivers holding vehicle driving licences such as A1, A2, B1, or B can apply to exchange them for corresponding Hong Kong vehicle licences upon arrival:
Light Goods Vehicles: Can drive immediately after licence exchange. Large Goods Vehicles (24-tonne/35-tonne): Must obtain a Hong Kong Class 18 or 19 driving licence.
However, there is a shortcut many do not know: If a driver meets the following conditions: Holds relevant mainland driving licences (A1/A2/B1/B, etc.) Has one year or more of actual driving experience 👉 They can apply to the Transport Department for "early examination."
Generally, within approximately two months of submitting documents, the heavy goods vehicle licence examination can be completed. Compared to normal waiting periods, this significantly shortens the waiting time.
