Sing Tao headline — 3 companies sanctioned by Labour Department over irregular imported-labour applications
The Labour Department announced yesterday that Po Hing Fung Company Limited, Pak Ho (Ming Ho) Roast Meat Restaurant and Tao Duo Duo (Tsuen Wan) Limited breached regulations when applying under the Enhanced Supplementary Labour Scheme (ESLS) and refused to hire qualified local jobseekers. Administrative sanctions have been imposed on the three employers, barring them from importing workers for two years from the 19th of this month.

The department said investigations confirmed the three employers violated the scheme's local-recruitment rules. The details: Po Hing Fung, while applying to import general and accounting clerks, added recruitment requirements for local jobseekers without the department's consent and refused to hire local applicants who met the original requirements. Pak Ho (Ming Ho) Roast Meat Restaurant and its operator, when applying to import kitchen helpers, did not present jobseekers with all vacancies that had passed the department's initial screening — leading the jobseekers to decline offers, which is treated as refusing to hire qualified local applicants. Tao Duo Duo (Tsuen Wan) Limited, applying to import warehouse workers, refused to hire a qualified local jobseeker.
Chan Cheuk-ming — long known as "Sham Shui Po's Ming Gor" for distributing meals to the underprivileged — operates "Pak Ho Tung Hang" and was also said to run Pak Ho (Ming Ho). Responding to Sing Tao's inquiry, he said the restaurant he currently operates is at 276 Tai Nam Street, while the sanctioned one is at 275 Tai Nam Street — not the same address. The 275 premises were originally leased by him, but due to the landlord raising rent and leakage problems, the shop was transferred to "Yat Tun Gam Restaurant" two years ago, with no money changing hands. He said he did not know why the restaurant never changed its registered operator.
The person in charge of Tao Duo Duo told media that the jobseeker in question did not meet the hiring conditions for warehouse workers, insisting no qualified local jobseeker was refused, and that documents are being prepared to appeal to the Labour Department. Over 80% of current staff are locals, the person added.
