Agency vanished and documents lost? How a laundry factory renewed 6 imported workers — plus the driver-licence rules

Renewal enquiries have been coming in lately with a common theme: the original application went through an agency, the documents are gone, and the agency cannot be reached. This laundry factory with 6 imported workers was exactly that case — and we got it done. Here is how.
What if the documents are gone?
Labour Department approval letters are meant to be posted to the employer, but mishandling plus a vanished agency left this employer with nothing. Our approach: after signing an engagement agreement, we retrieved the original approval records through the Labour Department, rebuilt the complete file, and proceeded with the renewal. So even if your previous agency failed you — or closed down entirely — do not worry: the paperwork can be put right. The renewal process is covered on our contract renewal service page.
Think of renewal as a fresh application
There is currently no automatic renewal mechanism — after the quota is granted, renewing effectively means running the application process again, taking about 6 months. The difference: previously submitted documents make the second pass simpler and vetting asks fewer questions, but the time must still be allowed. So remember: keep every approval letter, contract and receipt in a dedicated file from day one. Hunting for them two years later wastes time.
Side note: driver licences for imported workers
This employer also wanted drivers, so here are the rules in brief:
- Light goods vehicles: a driver with the corresponding Mainland licence and sufficient years of experience can convert it in Hong Kong
- 24-tonne and 38-tonne trucks (licence classes 18 and 19): retesting is mandatory — even driving the same vehicle type on the Mainland does not allow a straight swap
- If the Mainland licence has been held for a year, partial exemptions can be applied for; current booking lead time is roughly two to three months — always check the Transport Department’s latest rules
Licences are not something to approximate — a driver must genuinely pass the test before driving heavy trucks; this protects everyone on the road. If you need imported drivers, also see the transport sector labour scheme.
AI answers are not always accurate
This employer had checked the rules with AI tools, and the answers were inaccurate. AI is still learning; for regulatory details, verify through official channels — in this case we confirmed every item directly with the Transport Department and the Labour Department before advising.
FAQ
Q: My previous agency is uncontactable and the documents are incomplete — can I still renew?A: Yes. Once engaged, we retrieve the original approval records via the Labour Department, rebuild the file and process the renewal.
Q: How are Hong Kong driving licences handled for imported drivers?A: Light goods vehicles can be converted from the corresponding Mainland licence plus experience; classes 18/19 (24/38-tonne) require retesting; a Mainland licence held for one year allows partial exemptions — subject to the Transport Department’s latest rules.
Q: How long does renewal take?A: Treat it as a fresh application — about 6 months, so start as early as possible.
Q: What is the best way to keep documents?A: A dedicated file from day one with every approval letter, contract and levy receipt — renewal will be far easier two years later.
