The quota is really a ratio
The LD derives approvable headcount from the ratio: the more full-time local staff, the more imported workers may be applied for. Local staff are verified via MPF records and rosters; part-time generally does not count.
What shapes the decision
Beyond ratios the LD reviews whether vacancies are genuine, whether local recruitment was seriously conducted, whether wages meet medians, company operations, and Labour Advisory Board views. Applications by branch or industry are computed per unit.
Legitimate ways to hire more
Grow the full-time local team first; apply in batches by branch or trade; or check whether posts fit other channels (care-worker special scheme, Technical Professional List). Never misstate local headcount — breaches carry up to two years’ debarment.
Can a brand-new company with no local staff apply?
The ratio is hard to meet. The LD verifies actual employment records; building a full-time local team first is generally expected.
How are mixed catering and non-catering posts counted?
Catering production and floor posts count 3:1 per department; other posts follow the general rule — declared separately in the application.
Can we add workers after approval?
Yes, through a new application; each batch is assessed against the ratios and rules current at the time.
