Not through this route. Imported workers (ESLS and care-home scheme) hold 24-month contracts, may work only for the specified employer and post, must return home on expiry, and quotas do not auto-renew — the labour-import status is not a residence pathway. By contrast, ASMTP talent visa holders can apply for Hong Kong permanent residency after 7 years of continuous ordinary residence. Follow Immigration Department rules. Labour Services Company Ltd. (licence 81090) handles both; not legal advice.

The contract nature of labour schemes
ESLS contracts cap at 24 months with mandatory return on expiry; continued employment requires a fresh employer application. Workers cannot freely change employers — the status is a contractual work permission, unlike residence-oriented visa classes.
The talent-route residency path
ASMTP and General Employment Policy visas are employment-tied residence routes: after 7 years of continuous ordinary residence, holders may apply for Hong Kong SAR permanent residence, with spouses and children generally able to accompany. The Technical Professional List (2+3+3) is also employment-tied.
Planning a long-term stay
Assess which talent channel fits your profile first — ASMTP, a Talent List profession, or the Technical Professional List. Labour and talent routes differ completely in conditions, family arrangements and residency outcomes; plan before you apply.
Can a worker return to Hong Kong after the contract?
Yes, but via a new employer quota and visa; each contract is again capped at 24 months.
Can the 2+3+3 technical talent visa be extended?
Extensions require continued employment in the same trade and follow Immigration rules; long-term residence follows the statutory 7-year ordinary-residence conditions.
Are nurses labour or talent?
It depends on the route: the care-home scheme is a labour channel; registered nurses under the Medical Services talent list are a talent channel — different terms and outcomes.
